What is the difference between parking and stopping?
Parking is leaving your car. Stopping is a short halt to let someone in or out, or to load. A bar and a cross do not mean the same thing.
Parking means leaving your vehicle for longer than it takes to let someone get in or out, or to load and unload. Stopping is that short halt itself.
A round sign with a blue background and one red diagonal bar bans parking. Getting in or out briefly is still allowed. A red cross also bans that stopping. You only halt there when traffic forces you to, not to drop someone off.
Then check the supplementary plate. It can show a time, a vehicle or an exception. Without that plate you do not yet know the full ban.
